Multinational Programs

The Multinational Programs division encompasses a broad array of business lines and is staffed by personnel with a breadth of talent and expertise.  At its inception, the division was created to develop and market our services overseas.  With our measured growth, our international outreach has not occurred as quickly as originally planned.  However, the scope of efforts in which the Multinational Programs division is involved has continued to expand.

A majority of the Multinational Programs division's current business lines are supporting the U.S. Department of Defense, including Operational Level of War training and requirements, Information Assurance, and NTTP Development.  The division currently supports the North Atlantic Treaty Organization's transformation efforts and is pursuing other NATO efforts in Europe.  Potential commercial applications of the division's talent and expertise is being examined in ongoing pilot programs.

Operational Level of War: US Fleet Forces Command.  Prevailance has two separate contracts that are working toward similar goals and objectives for the US Navy.  One is with the N8/9 - focused on Concept Generation/ Concept Development and the Maritime Operations Center (MOC) concept.  The other is with N70 and focused on MOC training.  The former ensures alignment with other US Navy commands including OPNAV, NWDC and the Naval War College, whereas the latter works with the numbered fleets to ensure that each is capable of performing cross-functional military planning and execution at the operational level of war to address every contingency from stability operations to major combat operations. The Operational Level of War work takes place in Hampton Roads, but has recently included travel to Germany, Italy and Japan.

Information Assurance (IA): Commander, Operational Test & Evaluation Force (COTF) and Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando.  Prevailance has two contracts with COTF and one with NAWCTSD.  One COTF contract addresses IA for the VIRGINIA Class submarine and the other addresses IA and interoperability for the combatant commands and fleet assets.  The NAWCTSD work includes IA system administration at E2 simulator facilities and also anti-terrorism force protection (ATFP) simulation training and operation. The IA work currently takes place in Hampton Roads with one employee working at Naval Air Weapons Center Point Mugu, California.

NATO Integration: Allied Command Transformation (ACT).  Prevailance has one contract with NATO ACT that supports the Transformation Network Branch (TNB).  The TNB carries out formalized collaborative project priorities through the Nations Interaction Team (NIT) and Nations Engagement Team (NET). The NIT project has expanded to include partner nations, International and Non-Governmental Organizations, and all NATO nations' transformation entities. This work is coordinated from ACT in Norfolk, but has recently included travel to Poland, Belgium and the Czech Republic. 

Navy Tactics, Techniques and Procedures (NTTP) Development: Navy Warfare Development Command (NWDC).  Prevailance has one contract with NWDC that supports a Naval Special Warfare Command (NSWC) requirement for a Naval Special Warfare (NSW) Fire Support NTTP.  As the primary author of this NTTP, Prevailance coordinates with various commands and Subject Matter Experts (SMEs) to define NSW Fire Support TTPs, ensure their alignment with Joint doctrine and incorporate lessons learned from recently deployed personnel.  This effort requires significant research and analysis to define gaps in current Joint and NSW doctrine and a clear articulation of Command and Control in theater.  This work is coordinated from Wilmington, NC with ongoing liaison to NWDC (Norfolk, VA) and NSWC (Coronado, CA).
