SECRET Clearance required. Analyst will provide technical and analytical support to Commander, Operational Test and Evaluation Force (COMOPTEVFOR) in the definition, conduct, and analysis of structured operational and integrated test and evaluation (OT&E) of Battle Force Tactical Network (BFTN), TEIN 1746.

 The contractor shall provide support in assessing the operational effectiveness and suitability of the BFTN (TEIN 1746) during structured operational test and evaluation which includes but not limited to: Review and/or draft inputs to program documents, CPD, TEMP, ILSP, MBTD Framework, OT test plans, integrated test plans, and Final reports in accordance with 6 Part Paragraph (6PP) process and procedures, and VCD related documentation. 

Specific skills include:

• Senior Warfare Systems T&E Specialist (Surface or Sub-surface Warfare Specialty with significant communications experience).
• Recent (within the last three years) operational mission based test design, test planning, execution, and test reporting experience.
• Possess an understanding of COMOPTEVFOR policy and procedures (6 part paragraph, OA's, SERB, etc.)  and familiarization with OT&E Framework and Mission Based Test Design (MBTD), Test Planning, and Test Reports.
• Perform professional T&E review and analysis of requirements documentation for the purpose of developing evaluation methods critical in creating the OT&E Framework that defines the adequate operational testing of assigned program (by task order) and for integrating the OT requirements with government developmental testing.
• Current working knowledge of IA as it relates to operational testing, to include experience with the test and evaluation of system or networks affected by IA concerns.
• Have operational experience relevant to the specific program as listed in the individual task orders.
• Demonstrated experience with high frequency (HF) extended line-of-sight (ELOS) and ultra high frequency (UHF) line-of-sight (LOS) radio frequency (RF) wave propagation and equipment operations.
• Have a combination of ten (10) years operational experience and/or T&E experience.  
• Possess above average-to-excellent writing skills.
• Completion of the OT&E Framework course is highly desired.
